CSA B51 Standard meets ISO 16528 requirements

The Canadian Standards Association (CSA) is pleased to announce that CSA Standard B51 is now recognized as meeting the requirements of ISO 16528 for Boilers and pressure vessels — Part 1: Performance requirements. The application is now posted on the ISO TC 11 website along with other internationally recognized codes including the ASME, Australian and Japanese codes.

CSA Project Manager Jeet Tulshi, who helped guide the B51 standard through the ISO application process, explains:

"This recognition by ISO will drastically raise the profile of B51 while having a positive impact on global trade. B51 is now presented as a viable alternative to other internationally recognized Codes for the construction and operation of boilers and pressure vessels. Also, the recognition of B51 by ISO will allow Canadian-built equipment to potentially be more easily accepted in other countries.

There are significant differences among countries in regulating the supply and operation of pressure equipment. ISO 16528 Part 1, which is performance based standard, will enable standards for pressure equipment to co-exist providing an approach that can accommodate technical innovations, existing regulatory frameworks and market needs."

Jeet also helped with the nomination of the B51 Technical Committee for the Standards Council of Canada (SCC) Special Achievement Award:
"In addition to the international recognition received by B51 by ISO, the B51 Committee has actively maintained the Code for more than 60 years. It forms an important part of the public safety regimen in Canada and it has been a key mechanism to harmonize BPV regulations throughout the country. As such, I have submitted a nomination on behalf of the B51 TC for a special Standards Council of Canada award. It is well-deserving and I hope it gets favorable consideration. I am hoping that a decision will be made before our August 2010 meeting. Thanks to all of you for continuing to support the work of the B51 TC.

ISO standards progress in oil and gas sector

International Association of Oil & Gas Producers (OGP) Standards Bulletin No. 11

ISO International Standards for the oil and gas sector are not only being increasingly adopted by regional or national standards bodies in North and South America, China, Europe, the Gulf states, Kazakhstan and Russia, but also increasingly referenced in national regulations.

This progression is highlighted in the 2010 edition of the OGP Standards Bulletin, published by the Standards Committee of the International Association of Oil & Gas Producers (OGP) whose members in 80 countries produce more than half of the world's oil and about one third of its gas.

The OGP strongly supports international standards for the petroleum and natural gas industries and actively promotes the development and use of ISO International Standards, as well as those of its partner the International Electrotechnical Commission (IEC).

ISO standards for the sector are primarily developed by ISO technical committee ISO/TC 67, Materials, equipment and offshore structures for petroleum, petrochemical and natural gas industries, in which hundreds of experts from 29 countries participate, with another 30 countries as observers. In 2009, 21 new or revised standards were produced by ISO/TC 67 and 23 are planned for first publication or revision by the end of 2010. Currently, the TC's portfolio comprises 145 standards, plus updates.

For industry, International Standards reduce costs and delivery times, and facilitate trade across borders by replacing the multiplicity of existing industry, regional and national standards, as well as specifications developed by individual companies. An example cited by the OGP Standards Bulletin is the three-part ISO 21809 on pipeline coatings which, by providing a consistent and unified approach for implementation worldwide, replaces multiple existing specifications and so cuts costs and complications for the oil and gas sector. The bulletin also quotes the successful example provided by Russia which in 2008 based 11 national standards on ISO standards.

For regulators, International Standards provide the technical basis for regulations, while achieving high levels of safety because standards are continually reviewed to maintain them at the state of the art. Standards thus play an important role in the technical definition of safety levels set by regulators for oil and gas installations.

Princeton Junction, NJ - May, 2010 - MISTRAS Group, Inc. (NYSE: MG) announces the receipt of the Silver Safety Award for the Specialty Contractor Technical Support Small category, given to MISTRAS Service employees at the annual Houston Business Roundtable (HBR) banquet.

With 23 different contractors in the category for Specialty Contractor Technical Support, MISTRAS came out on top after an extensive evaluation was done by HBR on the exemplary safety policies and procedures implemented by MISTRAS employees at the BP Texas City facility.

"We were up against some of the biggest players in the industry for this category," said Geoffrey Bottego, Gulf Coast Regional Safety Manager for MISTRAS Services. "The selection process is a comprehensive and tedious time and knowing we did our best to get where we are is truly a distinction in itself."

Over a five month timeframe, HBR audits a variety of contract companies that perform similar work in the Houston region. The audit process is an opportunity for safety professionals to review all elements of a company’s safety department and then grade the program against other contract companies in a particular category.

"Every one of our employees working at the BP facility had a part in making this happen," said Bottego. "At MISTRAS we pride ourselves on our safety records and performance; therefore, to be acknowledged by an organization of this caliber gives us the confidence to keep striving to be the best and continue to work towards bigger goals."

MISTRAS became an associate member of HBR in 2009 and over the past year has continued to grow within the organization. This is the second Silver Safety Award earned by the organization.

"I am proud of the efforts the Texas City staff made to even be considered for such an esteemed award and while the award is a significant accomplishment their safety record is even more impressive," said Chris Smith, Group Corporate Compliance Officer for MISTRAS. Helping others fly high - Mohawk College announces new aviation maintenance program

Helping others fly high - Mohawk's new aviation maintenance program begins in September

(May 1, 2010) The Hamilton Spectator

It takes a solid grounding to keep jets, planes and helicopters in the air, and soon Mohawk College will be training the technicians who keep them running safely.

The college is to announce today that it has won approval from Transport Canada and the Canadian Aviation Maintenance Council for its new program in aviation maintenance, which is expected to produce graduates to fill a gap generated by retiring baby boomers.

The announcement is to take place at the Warplane Heritage Museum, coinciding with the Canadian Aviation Expo there this weekend.

The first class of 22 -- selected from a field of 180 applicants -- starts at Mohawk in September. By the time the program is fully constituted, the college hopes to take in 4o students every year.

They will spend four days each week learning at Mohawk's Stoney Creek campus, with the fifth day at one of the most diverse environments in the field: the Canadian Warplane Heritage Museum. There they will work on quarantined parts, carefully segregated from those that are used in flight.

Still, they will be working under the tutelage of experts from the museum, including staff engineers and retired engineers who volunteer there.

"There will be a lot of cross-pollination and interactivity between the young and the old, and that will be of great benefit to the students," said Dave Rohrer, the museum's CEO. "I don't think they could get the diversity anywhere else that they can get here."

The Mohawk course will take two years. Students with strong marks and attendance records will be exempted from federal exams. The field is heavily regulated because the responsibilities are heavy. Aircraft maintenance engineers are the ones who sign off on the airworthiness of airplanes, jets and helicopters.

"That's a pretty important job," said Mohawk's associate dean of engineering technology Bill Brimley. "We can only take the best applicants."

Three Standards Approved by ASTM Nondestructive Testing Committee

ASTM International Committee E07 on Nondestructive Testing has recently approved three new standards on phased arrays, polymer matrix composites for aerospace applications and digital imaging. The committee met in Plantation, Fla., on Jan. 24-28 and welcomes participation in its standards developing activities.

Ultrasonic Methods

Thousands of portable phased array units, used for weld inspections, have now been sold worldwide. There are many benefits to these devices, including speed, cost, imaging, flexibility and setups, along with no radiation, licensing or contamination. Despite these advantages, there was not a universal inspection procedure for phased array inspection of welds. A new standard, E2700, Practice for Contact Ultrasonic Testing of Welds Using Phased Arrays, provides such an inspection test.  E2700 was developed by Subcommittee E07.06 on Ultrasonic Method. According to Michael Moles, senior technology manager, Olympus NDT, and an E07 member, E2700 will be most useful to inspection companies that need to write and follow procedures and to end users and regulators who need to establish practices for the inspection companies. “E2700 will be very helpful as it covers the relevant aspects for most weld inspections, so details will not be ignored or forgotten,” says Moles.

New President-Elect for British NDT Institute (BINDT)

January 20, 2010 NORTHAMPTON, UNITED KINGDOM

At a general Meeting and council meeting held in Northampton, Steve Lavender was elected as president-elect of the British Institute of NDT (BINDT) for 2010 to fill the vacancy left by the departure of Dr Robin Shipp.

The president-elect is normally chosen from the existing vice presidents, however Lavender was eligible for election following his six-year stint as a vice president from January 2000 to December 2005.

Steve is co-managing director of Lavender International NDT Consultancy Services Ltd., the highly respected trainer, examiner and Level 3 consultancy company based in Penistone, Sheffield. He has been involved with the Institute since 1982, when he joined the early PCN specialist boards. Since then he has (apart from VP) been a part of many PCN committees including working groups, the general technical committee and, more recently, he has been appointed vice chair of the newly-structured certification management committee (CMC). He is a member of BINDT's Yorkshire branch.

He worked with the technical committee publications working group but has probably contributed most to the institute in his two periods as chair of the membership, certification and education committee (MQ&E). The committee has worked very hard to ensure continued liaison with the engineering council, as well as managing the trainer accreditation program and, of course, to develop membership.

Outside the United Kingdom, he has a strong association with ASNT. He was key in the creation of the North Atlantic Section in 1993 and is currently ASNT's section operations council awards division chair and has recently been appointed to the board of directors selection committee.

The ASME Boiler and Pressure Vessel Code Brings Focus to Milestone Anniversary
NEW YORK, July 2009– This year’s celebration of the 125th anniversary of ASME codes and standards activity is a tribute to the organization’s commitment to public safety, which had its beginnings with the publication of the Society’s first performance test code, in 1884, which addressed steam boilers. Thirty years following Code for the Conduct of Trials of Steam Boilers, the Society issued, in 1914, Rules for the Construction of Stationary Boilers and for Allowable Working Pressure.

boiler_explosion-1850_120
This code was an act of public service, developed in response to the numerous boiler failures and mishaps, including deadly explosions, that occurred onboard steamships and in steel mills, factories and woodworking shops at the turn of the twentieth century.

The 114-page publication, known as the 1914 edition, evolved into the ASME Boiler and Pressure Vessel Code (BPVC), which today encompasses 12 sections, 28 books, and more than 14,000 pages in total.  The BPVC covers industrial and residential boilers as well as nuclear reactor components, transport tanks, and other types of pressure vessels.  The code covers every aspect of systems design, fabrication, installation and inspection, and includes specifications for welding, along with rules and guidelines related to material stress and fatigue in pressure components.

The Boiler and Pressure Vessel Code has become virtually synonymous with ASME and contributed strongly to the organization’s stature in the U.S. and global standards-setting community.  The BPVC has been incorporated into the laws of all 50 United States and throughout the provinces of Canada.  More than 92,000 copies of the code are in use in 100 countries around the world, with translations in a number of international languages.

Canadian Forces, Nondestructive Testing division celebrates 50 years

The 50th Anniversary of the Canadian Forces, Non-Destructive Testing division was held July 3rd to July 5th, 2009 at SAIT Polytechnic in Calgary, Alberta. This event was a tremendous success, largely due to the efforts of George Gavelis, former Canadian Forces member and current senior instructor at SAIT.

George spent over a year getting the details of this event in place. He paid attention to even the tiniest detail to the most visible component to ensure that it went without a glitch. He insisted on having it the first week of July to coincide with the Greatest Outdoor Show on Earth, the Calgary Stampede. He wanted the reunion to be fun for everyone and thought that the Stampede would make it even more memorable for the out-of-town visitors. Many attendees did take the opportunity to make a memorable week long holiday that included the reunion and the Stampede.
