Message from the Mayor of Toronto, David Miller

miller_portrait_jpeg_colour_120It gives me great pleasure to extend greetings and a warm welcome to everyone attending the joint ISI/NDT Conference hosted by CANDU Owners Group (COG) and the Canadian Institute for NDE (CINDE).

This year's conference will focus on the accuracy, inspection experience and evaluation and correction of non-destructive testing technologies in Canada and abroad.  The conference will allow industry experts to come together and share emerging practices, new ideas and experiences and new developments.

Toronto is Canada's largest city and sixth largest government and is one of the most creative cities in North America.  It is a city that prides itself on being one of the greenest and most open and hospitable cities in the world.  For everyone visiting Toronto for the first time, I encourage you to enjoy the various attractions and entertainment that our city offers, as well as the diverse neighbourhoods and restaurants that showcase Toronto's vibrant multicultural population.

Annual General Meeting for CINDE

The Annual General Meeting for 2010 will be held on Monday, June 14, 2010 at 1:00 p.m., coinciding with the upcoming conference in Toronto ( http://events.cinde.ca/ ).   The meeting will be held in the Evergreen Room at the Hilton Suites Toronto/Markham Convention Centre.

During the AGM, Directors will be elected, and awards will be presented to individuals who have made outstanding contributions to the advancement of NDT in Canada, and technical achievement through publication in our Journal.  We encourage all members to take part at this meeting.  This is your organization and we welcome your participation.  Please contact us if you choose to attend. 

BOARD OF DIRECTORS
The Nominating Committee is in the process of selecting a slate of Officers and Directors for each elective office or position on the Board which shall become vacant at the close of the next Annual General Membership Meeting of CINDE.  Members can submit the name(s) for membership on the Board to the Nominating Committee. 

To be an eligible candidate, the secretary shall confirm that the nominee:
(a)  is a member if good standing
(b)  has indicated an understanding of the duties required and his/her availability and willing to serve if elected
(c)  if nominee for the position of Vice President, has served previously on the Board as a member of the Executive Committee. 

Ontario's Minister of Energy welcomes attendees to the COG ISI / CINDE conference

On behalf of the Government of Ontario, and as the Minister of Energy and Infrastructure, I would like to welcome everyone in attendance at the 3rd International CANDU In-Service-Inspection and NDT in Canada 2010 Conference in Toronto.

This year’s joint conference will allow industry experts from around the world to come together to share emerging practices, discuss new ideas and experience new developments first hand.

Emissions-free nuclear is an important part of Ontario’s supply mix, with approximately 50 per cent of our energy coming from nuclear. As we emerge as a clean energy leader we are counting on our nuclear experts help to enhance and expand nuclear innovation, investments and manufacturing.

Our government remains committed to maintaining our capacity of nuclear energy in the province, and looks forward to the ongoing role of CANDU and CINDE in ensuring it remains a safe and reliable source of power.

Welcome address by the Honourable Christian Paradis, P.C., M.P., to the Joint CANDU Owners Group - 3rd International In-service Inspection Conference and Non-destructive Testing in Canada 2010 National Conference

I wish to extend my warmest greetings to the Organizing Committee and to all of you attending the Third International CANDU In-Service Inspection Conference and Non-Destructive Testing in Canada 10201 Conference in Toronto, Ontario.

Non-destructive testing (NDT) is vital to ensuring the integrity of Canada's infrastructure, the security of energy production and transmission, and the safety of Canadians.

Your work has an impact in many areas of the Canadian economy, whether it is in general manufacturing, civil infrastructure or the aerospace industry.

Within the resource-based industries, non-destructive testing plays a key role in maintaining and improving the physical integrity of oil and gas pipelines, refineries and energy generating stations.  As Canada's Minister of Natural Resources, these areas are of particular interest to me.

Nuclear power represents a significant source of emissions-free energy for Canada, and non-destructive inspection plays a critical role in maintaining the integrity and safety of nuclear power plants.  The work of NDT professionals contributes to the continued safe operation and production of this source of clean energy while protecting the health and safety of Canadians.

The importance of manufacturing to our economy is well known, and the NDT technologies play a critical role in the quality control and assurance programs of various manufacturing industries across Canada.  In this sense, NDT applications improve product quality and are therefore essential to maintaining the competitive position of Canadian-made goods in the global landscape of today and tomorrow.

In October 2010, along with the entire NRCan MTL team, the certifying agency will be moving to a new, state-of-the-art facility at McMaster Innovation Park in Hamilton, Ontario.  The agency's goal is to continually enhance the services to our customers and the Canadian industry, while providing the certification services with minimal delays and interruptions during such transition periods.

On behalf of the Government of Canada, I wish all of you a successful conference and look forward to even greater achievements in the advancement of your important field.

In Passing - Alan Robert Larocque

In Passing - Alan Robert Larocque, December 30th 1971 - March 27th 2010

On behalf of its’ Board, Staff and Membership, the Canadian Institute for NDE expresses deep regrets and sincere condolences to the family of Alan Larocque who passed away suddenly on Saturday March 27th, 2010 at 38 years of age. Alan will be sadly missed by his Poppa, many extended family members and his friends as the loving son of Abbie and Judy Larocque (nee Britton), beloved brother of Mike Larocque (Andrea) and proud uncle of Catherine and Cameron.

Alan became a Qualified Operator in 1996, and attained CGSB PT Level 3 and RT Level 2 certification in 1998 while working at Cercor Foundries in Georgetown. He started with C.B. NDT in August of 1999. While there he was a valued employee with a strong work ethic who was relied upon by the company. He will be sadly missed by fellow employees and clients.

Through his musical talents and interests, he had a large following of fans, and the respect of fellow musicians throughout Canada and the Northeastern USA, particularly within the tribute band community. Alan was the original member, lead guitarist and vocalist for the Bon Jovi tribute band "Slippery When Wet". NRCan Certification Practical Exams - Changes to CINDE Fee Schedule

The direct costs of consumables and overheads needed to support the Natural Resources Canada (NRCan) NDT Certification Agency as a test center have steadily increased over the last 10 years. 

Therefore effective as of January 1, 2010 the new fee schedule as shown in Table One will go into effect for the NRCan testing provided by the Canadian Institute for NDE (CINDE) for practical examinations.

There will be no changes to the fee schedule for written examinations.

New Quality Engineering Technician NDE Program

Quality Engineering Technician — NDE Program
A joint initiative developed by Mohawk College and CINDE.

The Canadian NDT Industry is not unlike the rest of the world with an increasing shortfall of Nondestructive Testing Technicians. A recent survey in North America indicated that the shortage of NDT Inspectors is greater than 5000 (3,500 US and 1,500 CA) and with an average age of 43 to 47 in the United States and Canada respectively, the problem is increasing. It is estimated that 50% of the present workforce will leave the NDT profession through attrition and advancement opportunities. The Canadian Institute for NDE and Mohawk College have jointly addressed the need for promoting and educating our next generation to fill the increasing gap through a fast track two year co-op program, Quality Engineering Technician - NDE.

The Quality Engineering — NDT Technician will provide the necessary knowledge base through classroom training to meet the requirements of ISO 9712, Level 2 Certification in Radiography, Ultrasonics. Liquid Penetrant, Magnetic Particle and Eddy Current technologies. The aggregated work semesters will provide the students with the experience to meet the requirements of level 1 or 2 in one or more of the five major methods studied.

We are excited about this joint program and the opportunity to address a growing problem in the NDT inspection community. The program was developed by industry experts to meet the needs of the community and will be delivered by experienced professionals certified in each method.
